the enclosed Exemption from the requirements of 10 CFR 55.45(b), including the requirement to use a simulation facility 'in satisfying the requirements of 10CFR55.59(a)(2)and(c)(3)and10CFR55.33(a)(2). The exemption is from the requirements for a simulation facility or the use of a simulation' facility to grant or maintain operators licenses at Rancho Seco due to current defueled:

We have concluded, based on the considerations' discussed in the Exemption,.
