under NRC Licenses No. NPF-41 NPF-51', and NPF-74.
The insp,ection was
conducted by M. D. Schuster, l.. R. Norderhaug, D. W. Schaefer and A. D.
McQueen of this office on April 4, 1990, through April'30, 1990. Assisting in.
the inspection were R. .Hsu and M." Warren of the NRC Office of Nuclear Reactor
. Regulation ~and J. Cashion and J. ' Moore from the U. S. Army.

- refers to the discussions-of our preliminary inspection findings held by R. A.
Scarano -Director, Division of Radiological Safety and Safeguards,-with you,

- Areas examined during this inspection included activities related.to physical
"
protection'as described in the enclosed inspection report. Within these
areas, the inspection consisted of selective examinations of procedures and
representative records, interviews with facility and contractor personnel, and
observations by the inspector.

.This special team inspection identified several observed strengths. However,
?
program weaknesses warranting management attention were also identified.
'Among the more significant weaknesses are personnel training and contingency

. plan implementation. . Also, it appears that certain of your activities were

not conducted in full compliance with NRC requirements, as set forth in
paragraph 2.f of the inspection report enclosed with this letter. Based uaon

the inspectors' review of your planned corrective actions, we have no furtier
