Routine, unannounced inspection of inservice testing of pumps
and valves.
Results: No anomalies were noted during review of the CNS second 10-year

INSERVICE TESTING OF PUMPS AND VALVES- (73756)-

The purpose of this inspection was to assess the licensee's' inservice testing (IST)
program, including implementation, with respect'to the requirements of SectionlXI

of,the ASME Code and the positions contained in Generic Letter 89-04, " Guidance

On Developing Acceptable Inservice Testing Programs."

2.1
IST Program Review
'
The CNS second 10-year IST program for pumps and valves consisted of the "IST
<
ProgramPlan," Revision 5,andits.implementingsurveillancetestprocedures(SPs).
~
The program is based on the requirements of the 1980 Edition through the Winter
of 1981 Addenda of Section XI of the ASME' Code and the relief requests for both
a
pumps and valves. Relief requests were reviewed and found to be approved

either by NRC letter dated January- 13 1988,-regarding-the initial submittal of
the CNS second 10-year IST programs or by meeting the specified conditions in
Generic Letter 89-04. Other documents. reviewed-during this inspection are
a
listed in Attachment 1.

,2.2 ' Observation Of Inservice Tests
The inspectors reviewed the status of the IST program with the IST. Engineer
with respect to testing schedule during this inspection period. From the
systems scheduled for testing, the: inspectors' selected the-tests listed-in.
,
Attachment 2 1or witnessing. During the week of April 9-13, .1990, the local leak
>

rate testing.of containment penetration isolation valves.in the-high' pressure
coolant injection ~ (HPCI): system was witnessed. -The testing was performed in..
!
accordance with SP 6.3.1.1 for valves identified as HPCI-CV-15CV and HPCI-V-44.
In addition, operability tests and: position-indicator tests were witnessed

being performed'in accordance with SPs 6.3.4.2 and 6.3.10.24, respectively', for.
{
the following core spray.(CS) system valves: CS-M0V-M05B, CS-M0V-M07B,.

CS-MOV-M0118, CS-MOV-M012B, and CS-MOV-M026B. During the week.of April 30
'through May 4, 1990, thellocal leak rate testing of containment penetration-
j
tisolation valves in- the radwaste-(RW)' system was witnessed. The valves were
identified as RW-AO-82 and RW-A0-83'and the: test was performed in accordance
with SP 6'.3.1.1. - Valve operability and. stroke time tests were: witnessed being.
performed in'accordance with SP 6.3.3.2 for the following HPCI valves:

HPCI-M0-17, HPCI-M0-58,- HPCI-M0-25, HPCI-M0-57,i HPCI-A0-42, and HPCI-AO-43.

The position indicator tests performed in accordance with SP 6.3.10.24 were-
'
also witnessed for the following'HPCI valves:..HPCI-M0-17, HPCI-M0-58,.HPCI-MO-25,
and.HPCI-M0-20. _ In addition, testing of _ the service water-(SW): system pumps -
was performed in accordance with SP 6.3.18.3 to determine operational readiness
.

and to check flow rate and total developed; head for each of the four SW pumps.
-
The inspectors witnessed the testing of SW Pumps B;and D.
The tests indicated

that SW Pump B was in the " Alert Range"'while SW Pump D was in the " Required
1
Action Range." The Control Room Shif t' Supervisor reviewed the. test results for
'
SW Pumps B and D and declared SW-Pump D inoperable and noted the pump status
for the two SW pumps in the control room log book.. Following-the IST Engineer's
analysis of the pump test data, the IST Engineer initiated a work request to
adjust the lift on SW Pump D.
Subsequent retesting of SW Pump'D, to establish
a new set of reference values for operability, was witnessed by,the inspectors.
The IST Engineer placed SW Pump B on an increased test frequency'as required by.

(a) primary containment local leak

rate testing in accordance with SP 6.3.1.1 of residual heat removal (RHR)
system valves RHR-MOV-M0166B and RHR-M0V-M01678,-reactor water cleanup (RWCU);
system valves RWCU-M0V-M015 and RWCU-MOV-M018, and reactor core isolation
cooling (RCIC) system valves RCIC-CV-12-CV and RCIC-V-42; (b): operational
readiness testing in accordance with ~SP 6.3.18.3 of SW system Pumps A,' B, .C,
andD;and(c)functionaltestinginaccordancewithSP 6.3.10.15 of valves
HPCI-CV-11CV and~RCIC-CV-11CV.
