During:the. period of February 26 through March 7,.1990,-the NRC conducted an .

announced team' inspection of the emergency procedures used by the operators at.

Beaver Valley Unit 2.

The inspection team also~ reviewed Beaver Valley Unit I corrective actions:

relative to deviation 334/88-02-01 which concerned failure of_EOPs and.

~ Background Documents to adhere to the guidelines'specified'in;the NRC approved

'

Procedures Generation Package (PGP). =The corrective: action.was' determined to

~

be acceptable and the deviation _is considered < closed. 'This.-item is discussed.

-

in Paragraph 8.0 of-this. report.

-At the conclusion of the inspection, Mr. L. Briggs discussed the preliminary

findings with those members of your staff identified in -the enclosed report.

-

Within.the context of this report, the term emergency procedures includes the

<

- Emergency Operating Procedures (E00s), ' Abnormal -Operating' Procedures (A0Ps)

and all procedures directly_ referenced by the E0Ps.

Attachment 3 to the enclosed inspection report summarizes the' generic

= weaknesses identified relative to_the emergency procedures.

You are requested

to respond to the Attachment.3 weaknesses within sixty days of. receipt of this-

letter. Attachment 2. identifies weaknesses,that-are specific to the indicated-

procedure.

The overall assessment of-the inspection. team is thatLthe program at Beaver

Valley Unit 2.for development and maintenance of the: symptom based Emergency

Operating Procedures was very good. The technical adequacy and usefulness of.

}

the~ Abnormal Procedures was determined by the team to be adequate, but

required reliance on operator memory for component location and equipment

'

' operation-in many instances.

Poor in plant valvo labeling (difficult to read

-labels) further hindered the operators ability to locate valves. .These.

'*

matters were discussed in detail-during:the March 7' 1990 exit meeting.

~

,

During the meeting your staff committed to review, walkdown, correct and

. implement all procedures that fall under the E0P family of procedures.

In

'

your response you are requested to reconfirm this commitment and provide a

schedule of expected completion dates.
