The Nuclear Regulatory Commission:(the Commission)~ has found that A.
The application for_ amendment by; System Energy Resources, Inc.,
I (the licensee), dated February 9,L 1990,! complies with the standards d
and requirements of the' Atomic Energy Act of 1954, as amended (the j
Act), and the Commission's rules and regulations set forth in 10 CFR 4
Chapter I; B.
The facility will operate in conformity with.the application, the provisions of the Act, and the rules and regulations of the Commi ssion; 1
C.
There is reasonable assurance (i) that the activities authorized by-this anendment can be-conducted without endangering -the~ health and safety:of the public,-and (ii) that-such activities _will be conducted in compliance with the Commission's regulations; D.
The issuance of this amendnent will not be inimical to the common defense and security or to the healthLand safety of-the-public; and E.
The issuance of this anendment is in accordance with 10 CFR Part 51 o
of the Commission's regulations and all' applicable requirements have j
been satisfied.

Accordingly, the license is amended by changes to the-Technical Specifications, as indicated in the attachment.to this license amendment; and paragraph 2.C.(2) of Facility Operating License No. NPF.29 is hereby amended to read as follows:
(2) Technical Specifications-The Technical Specifications contained in Appendix A and the.
Environmental' Protection Plan contained in Appendix B, as revised through Amendment No.- 68, are hereby ' incorporated into this W
license.
System Energy Resources, Inc. shall operate the facility in accordance with the Technical Specifications and-the Environmental Protection Plan.
3.
This license amendment is effective as of.its date of issuance and shall be implemented by June 1,.1991.

(a) Zone 1-27 detectors trip closed the door between the OC208/00208A Remote Shutdown panel rooms.
(b) Containment building return duct mounted detectors trip the containment cooler fans.

(c) Zone 1-11 and 1-13 detectors initiate the control building purge fan system.
(d) Control Room HVAC Intake Plenum Detectors trip the' control room A/C units unless a control room emergency filtration system isolation mode automatic actuation signal is present.
