SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO. 68 TO FACILITY OPERATING LICENSE NO. NPF-29 SYSTEM ENERGY RESOURCES, INC.

GRAND GULF NUCLEAR STATION, UNIT 1 DOCKET NO. 50-416

1.0 INTRODUCTION

By letter dated February 9,1990, System Energy Resources, Inc. (the licensee) requested an amendment to Facility Operating License No. NPF-29 for the Grand Gulf Nuclear Station, Unit 1 (GGNS).

The proposed amendment would change Technical Specifications (TS) Table 3.3.7.9-1, Fire Detection Instrumentation, by renaming one room and by adding two new rooms and two smoke detectors, one for each room.

These changes reflect the renovation of an existing room in the Control Building and the construction of a new snubber test facility in the Auxiliary Building.

2.0 EVALUATION Table 3.3.7.9-1 would be revised to reflect renovation of the 93'-0" elevation of the Centrol Building, north of central corridor 0C115.

The renovation would provide better space utilization and facility upgrade to accommodate the personnel needs of the GGNS health physics (HP) org aniz ati on.

As a result of this renovation, the room name for Room hunber 00103 would change from " Emergency Laundry Roont' to "HP Checkout."

The renovation of the 53'-0" Elevation of the Control Building would not result in the removal of any fire detection instrumentation.

The level of smoke detection capability would not be reduced by the renovation.

The renovation would not affect any fire area boundaries as described in Revision 3 of the Fire Hazards Analysis.

Since the current level of fire protection would not be reduced, the TS change is acceptable.

Table 3.3.7.9-1 would also be rev ised to reflect a design change to construct a nonsafety-related, permanent facility to house snubber test equipment and personnel necessary to test snubbers in accordance with Techni cal Specifi cation 3/4.7.4.

This new, totally enclosed facility would be located in Fire Zone 1A519 of the Auxiliary Building at elevation 185'-0" and would also be partitioned into a Snubber Test Room and a Snubber Test Control Room.

Figure 1 provides a general layout of the faci li ty.

The snubber test facility would be located within Fire Area 19 which contains sone safety-related equipnent and fire detectors exterior to the proposed facility.

' I period of time, this design change includes the. addition of a detector in-the Snubber Test Room'and the addition.of a detector in~the Snubber Test Control Room. Table 3.3.7.9-1 would be revised to reflect-the additional; instruments in Detection Zone 2-9.

nonsafety-related and would not house any safety-related equipment. To minimize impact on fire protection, all construction and finishing materials 1

L would be non-combustible as defined in the Fire Hazards Analysis.

The L

Fire Hazards Analysis for the facility assumes a heat load based on a 30 L

gallon drum of flamable fluid and office furniture including a file l

cabinet filled with paper in the facility. The smoke detector in each of L

the two rooms would provide early warning and thus reduce the potential for fire damage to safety-related equipment adjacent to the snubber test facility. The two smoke detectors',.along with accessibility to existing manual hose' streams and portable fire extinguishers, would provide fire protection capability for this facility' equivalent to that provided forethe rest of the plant.

Therefore, the TS change is acceptable.

3.0 ENVIRONMENTAL CONSIDERATION

This amendment changes a requirement _with respect to the installation or use of a facility component located within the restricted area as defined in 10 CFR Part 20. The staff has determined that the amendment involves no significant increase in the amounts,-and no significant change in the

- i types, of any effluents that may be released off site; and that.there is I

no significant increase in individual or cumulative occupational-radiation exposure. The Comission has previously issued a proposed finding that this amendment involves no significant hazards; consideration and there has been no public comment on ::uch finding.. Accordirgly, this.

impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.

4.0 CONCLUSION

The Comission made a proposed-determination that-this amendment involves -

no significant hazards consideration, which was published in the Federal Register (55 FR 12600).on April 4,1990,- and consulted with the State or

Mississippi.. No public comments or requests for hearing were received, and the State of Mississppi did'not have any coments.

The staff-has concluded, based on the considerations discussed above, that:

(1) there is reasonable assurance that the health and safety of:the-ublic will not be endangered by operation in.the proposed manner, and-p(2) such. activities will be conducted in compliance with the Comission's regulations and the issuance of-this amendment will not be inimical to the comon defense and the security, or to the health and safety of the

'public.
