This letter forwards the report of the maintenance team inspection (MTI) and

activities authorized by NRC Operating Licenses NPF-76 and NPF-80 for the South

Texas Project, Units 1 and 2.

This inspection was performed by members of our

staff from January 9 through March 9, 1990.

The MTI team leader and Region IV

management representatives disr:ussed the findings with you and other members of

yoLr staff at the conclusion of the inspection on March 9, 1990.

This MT) was performed to evaluate the effectiveness of maintenance activities

at the South Texas Project.

The inspectors coricluded that you have developed a

,

generally effective maintenance program, that is being implemented by your

dedicated staff to maintain the plant in good operating condition. The team

was concerned with your prioritization of preventive maintenance on components

critical to plant safety, which is apparently the result of a high level 07

maintenance backlog and insufficient resources. Although the maintenance

program was found to be extensively procedura11 zed, there appeared to be lapses

in the-proper implementation of some maintenance support procedures.

The

results of the inspection are documented in the enclosed inspection report.

The findings are summarized in the Executive Summary to the report which

includes a itsting of the strengths and weaknesses identified by the team.

During this inspection, it was found that certain of your activities were in

violation of NRC requirements as set forth in the Notice of Violation enclosed

- with this letter. Consequently, you are required to respond to this violation,

in writing, in accordance with the provisions of Section 2.201 of the NRC's

" Rules of Practice," Part 2, Title 10, Code of Federal Regulations.

Your

response should be based on the specifics contained in the Notice of Violation

enclosed with this letter.

The response directed by this letter and the accompanying Notice is not subject

to the clearance procedures of the Office of Management and Budget as required

by the Paperwork Reduction Act of 1980, PL 96-511.
