APPENDIX A NOTICE OF VIOLATION i

South Texas Project, Units 1 & 2 Operating Licenses:
NPF-76 NPF-80 During an NRC inspection conducted on January 9 through March 9,1990, a violation of NRC requirements was identified. The violation involved the failure to follow administrative support procedures.
In accordance with the
" General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1990) (Enforcement Policy), the violation is listed below:
Failure to Follow Procedures Technical Specification 6.8.1 requires, that, " Written procedures shall be established, implemented, and maintained covering.... " a specified list of i
safety-related activities.
Two instances were observed in which licensee personnel had failed to follow procedures of a type included in the above list and that had been established in accordance with the above requirements.

South Texas Project Procedure OPGP03-ZI-0008, Revision 2, " Control of Expendable Materials," establishes the allowable materials for use in safety-related applications by referencing the South Texas Project Expendable Materials Manual..Section 6, Specification.2, of the manual requires that Polyken No. 226 be the only thpe allowed for use on stainless steel.
Contrary to the above, while performing Mainte...
" Rebuild / Inspect Cartridge Seal From RCP2A," dur1.. lis inspection, the inspector observed the use of Nashua duct tape on t..e stainless steel seal internals of the reactor coolant pump, which are a part of the pressure boundary.

South Texas Project Procedure OPGP03-20-0034 Revision 1, " Bulk Drum and Gas Bottle Control," specifies the acceptable methods and storage conditions for bulk drums and gas cylinders.
Contrary to the above, on or about February 13, 1990, the inspector observed compressed gas cylinders which were not adequately restrained in a diesel generator room and the Unit 1 mechanical electrical auxiliary building.

Pursuant to the provisions of 10 CFR 2.201, Houston Lighting & Power Company is hereby required to submit to this office, within 30 days of the date of the letter transmitting this Notice, a written statement or explanation in reply, including for each violation:
(1) the reason for the violation if admitted, (2 the corrective steps which have been taken and the results achieved, 1
(3 the corrective steps which will be taken to avoid further violations, and-(4 the date when full compliance will be achieved. Where good cause is shown,
