CRYSTAL RIVER UNIT 3 - TECHNICAL SPECIFICATION CHANGE REQUESTS 165 (REMOVAL OF FIRE PROTECTION SPECIFICATIONS) AND 173 (REMOVAL OF RADI0ACTIVEEFFLUENTTECHNICALSPECIFICATIONS)(TACNOS.74588AND 75558)
The subject Technical Specification Change Requests (TSCR) have been under discussion between our staffs for some time.
TSCR 165 differs f rom the intent of the staff's guidance in that it includes removal of remote shutdown panel Technical Specifications.
TSCR 173 is contrary to the guidance of Gener;:
Letter 89-01 in that it removes certain specifications for explosive gas monitoring.
It is our understanding that you are currer.tly making these submittals consistent with the staff's guidance. As we have discussed with you,r staff, we believe it would be inore efficient to treat these modified submittals as new.
Since you have declined to withdraw the subject TSCRs, we are terminating our efforts on TAC Numbers 74588 and 75558 and closing out these TACs. We will consider any TSCRs on the subject matter e new submittals and will assign new i
TAC numbers when they are received.
