SUBJECT:
OPERABILITY IN MODE 5 0F.CERTAIN EAGLE-21 SYSTEM CHANNELS (TAC 765 SEQUOYAH NUCLEAR PLANT, UNIT 1 In your letter dated April 24, 1990, you requested that we approve the use of several channels in the Eagle-21 upgrade to the Unit I reactor protection system for Mode 5.
The Eagle-21 System has been installed in the current Unit 1 Cycle 4 refueling outage and is described in your application dated J&nuary 24, 1990 for Technical Specification Change Request 89-27.
You stated that the approval of the use of the system will apply to several " indication only" instrument channels for the following three systems which are required to be operable in Mode 5: the Low-Temperature Overpressure Protection System, the Reactor Vessel Water Level Indication System, and the. refueling water storage tank level indication in the control room.
These channels are the reactor coolant system (RCS) wide range hot leg and cold leg temperatures, RCS wide range pressure, and the refueling water storage tank water level.
These arc channels which have no trip functions or protection actuations performed within the Eagle-21 System.
For these systems to be considered operable, NRC.must approve the use of these channels in the Eagle-21 System, in accordance with 10 CFR 50.59.
Because the entry of Unit 1 into Mode 5 is scheduled for April 26, 1990, you requested that we expedite our review of_ your request.
By letter dated April 26, 1990, you provided documentation that the small amount of verification and validation work remaining to be done on the Eagle-21 i
System does not affect the operation of these channels.
In discussions by l
telephone with your staff on April 25, 1990, your staff stated that all of the i
post-modification testing and Technical Specification operability testing of these channels has been completed.
The only channels in the Eagle-21 System which will be used in Mode 5 are these channels for the three system discussed above.
l Based on our review of your request and the review of the Westinghouse verifi-t cation and validation program for the Eagle-21 System, we conclude that these channels in the Eagle-21 System are acceptable for operation in Mode 5 for the three systems.
The enclosed Safety Evaluation is.the basis for our conclu-sion.
This conclusion only applies to Mode 5 and to only the channels for the.
