..,4 Docket No. 50 327 Mr. Oliver D. Kingsley, Jr.
Senior Vice President, Nuclear Power Tennessee Valley Authority 6N 38A Lookout Place 1101 Market Street Chattanooga, Tennessee 37402 2801 Dean Mr. Kingsley:
SUBJECT:
RIGOROUSLY ANALYZED PIPING PROGRAM, UNIT 1 CYCLE 4 REFUELING OUTAGE COMMITMENT REVISION (TAC 75338) - SEQUOYAH NUCLEAR PLANT, UNIT 1 By letter dated November 27, 1989, you proposed to revise your commitment to complete all post restart modifications resulting from the rigorously analyzed program by the end of the Cycle 4 refueling outage for each unit.
Your revised commitment is to defer no more than forty pipe support modifications for Unit 1 to the Unit 1 Cycle 5 refueling outage. The Unit 2 post restart modifications will be completed as you originally comitted to complete them.
The restart modifications were completed prior to the restart of each unit in 1980.
With the identification of additional-plant improvements and NRC commitments l
since the rc; tart of the ur.its, you initiated an integrated schedule for'the prioritization of all outstanding post restart activities.- This was to ensure that your resources for Sequoyah were allocated to the most beneficial projects.
As a result of this process, you stated that it would be beneficial to defer the work on no more than 40 Unit 1 pipe support modifications inside contain-ment until the Unit 1 Cycle 5 refueling outage.
We have reviewed the safety implications of deferring this work in containment and conclude that your proposal is acceptable.
Enclosed is our Safety Evalua.
tion which is the basis for accepting your proposal.
Sincerely, i
