Subject: Cochined Inspection 50-317/82-04,50-318/82-04
This refers to the routine resident safety inspection by Messrs. R. Architzel
and D. Trinble on February 3 - March 2,1982 at the Calvert Cliffs Nuclear
Power Plant, Lusby, Maryland. The inspection findings were based on docurent
reviews, interviews, measurements, and observation of activities, and have
been discussed with Messrs. J. Tiernan and W. Gibson of your staff.
Apparent violations of !!RC requirements are cited in Appendix A and categorized
in accordance with federal Register fictice 45FP46754 (October 7,1980). A reply
is required and should be prepared in accordance with Appendix A.
It is exempt
from the Office of Management and Budget's clearance procedures under the
Paperwork Reduction Act of 1980, PL 96-511.
Enclosed Violation A involves the failure to properly lock valves. A similar
violation was identified in Decerber 1981; therefore, we are concerned with
the adequacy of the management controls which permitted recurrence of this
problem.
In your reply, please describe in detail those actions taken or
,
planned to correct this apparent weakness in your canagement controls.
