!!0TICE OF VIOLATI0fl Baltinore Gas and Electric Company Docket flo. 50-318 Calvert Cliffs Unit 2 License flo. DPR-69 Baltimore, Maryland 21203 During the inspection conducted on February 3 - March 2,1982 and in accordance with the Inter,im Enforcement Policy, 45FR66754 (October 7,1980),
the following violations were identified.
A.1 Technical Specification 6.8.1 requires that procedures be established and adhered to in accordance with Regulatory Guide 1.33, dated flovenber 1977. Appendix A of this Regulatory Guide specifies that such procedures are to be provided for the Safety Injection and Component Cooling Systems.
Calvert Cliffs Operation Instruction 3, Safety Injection, Shutdown Cooling and Containment Spray, Pavision 24 approved Decenter 30, 1981, and Calvert Cliffs Operating Instruction 16, Component Cooling System, Revision 10 approved January 20, 1982, require that certain valves be locked in appropriate positions.
Contrary to the above, on February 4,1982, the following valves were found in the correct position but were not locked as required.
2 SI 45:1, 22 LPSI Minimum Flow Return Isolation Valve 2 CC 246, Supply to liPSI Pump 23 Cooler This is a Severity Level V Violation (Supplement I).
A.2 Technical Specification 4.1.1.1.1 requires tha determination of proper l
shutdown margin within one hour after the detection of an inoperable Control Element Assenbly (CEA).
Contrary to the above, on February 12, 1982 shutdown margin was not detennined within one hour of the detection of an inoperable CEA when CEA-19 stuck about eight inches above the core bottom at 9:58 a.m.
during a reactor trip: the shutdown margin was not detemined until l
1:45 p.m., February 12, 1982.
This is a Severity Level IV Violation (Supplement I).

Pursuant to 10CFR2.201, Baltimore Gas and Electric Company is hereby required to submit to this office, within 30 days of the date of this l'otice, a written statement or explanation in reply includin : (1) the corrective steps which have been taken and the results achieved; f2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved.
Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation.
