WALLACE/ SUPERIOR 1
Please find attached the most recent letter with enclosures from Mr.
Thomas Barrett III. Although the factual picture which he describes is inconplete, nonetheless the document he has forwarded, a letter fron Wallace Superior (W/S) to a Mr. David E. Williams, sheds some light on the nanner in which W/S intends to enforce its Statenent of Policy.

particularly draw your attention to the second paragraph in that document 4
which reads,
" Subject Statement of Policy was personally and fully explained to you together with management's reasons and the necessity for its issuance.... Policy further requires all such reporting to be made 4
l directly to the Company to afford it to take the appropriate corrective action as necessary prior to the matter being brought to the attention of Ebasco, WPPSS or the NRC."

I would like to have the benefit of your comments on this document and Mr. Barrett's letter, preferably by Wednesday, March 17, before I respond to the letter.
l Presently a draft nemo concerning the W/S Statenont, resulting from our 1
conference phone call of February 22, 1982, is being circulated in this office.
I expect it will be ready to be forwarded to you by March 19.
