Dear Hr. llancock:
H0rnstein This confirms our telephone authorizations of March 3,1982, and Itarch 9,1982, with regard to the operation of the Crystal River Unit flo. 3 Nuclear Generatin;, Plant (CR-3). On March 3,1933, we authorized operation of the CR-3 plant provided the plant was operated at no more than 75% full power while you provided justification for the increased response time of the Reactor Coolant Pump Power flonib rs (RCPPMs) over that provided for in the Technical Specifications (TSs). You indicated the change in response time was required to attempt to avoid spurious reactor trips associated with the RCPP!fs.
We have ie' viewed the information you provided with regard to the proposed new response time for the RCPPils and find the proposed response time (<0.560 sec.) acceptable. This response time satisfies the safety analysis that auth rized the increase in CR-3 power from 2452 !!wt to 2544 Mwt (Amendment 41).
Based on our review of your March 9,1982 letter, we concluded that the <0.560 sec response time is acceptable and achievable accordingly we ' iuthorized operation of CR-3 at 100% power on !! arch 9,1982.
Facility Operating License flo. DPR-72 was amended on !! arch 3,1982, by making the following TS change:
Table 3.,3.2 was revised to add the following note:
" Operation of CR-3 is limited to a maximum of 75% full power with th.e RCPP!! response times greater than 0.47 sec until the proposed <0.560 sec response time is justified."

Deleting the ebove-specified note which was added !! arch 3,1982 2.
Revising line 8 to change the nuclear overpower based on RCPPit response time from <0.47 secs to < 0.56 secs.
