Crystal River Unit 3 Docket No. 50-302 Operating License No. DPR-72 Technical Specification Change Request No. 94 Reactor Protection System Response Times
Dear Mr. Denton:
Florida Power Corporation hereby submits three (3) originals and forty (40) copies of Technical Specification Change Request No. 94, requesting amendment to Appendix A of Operating License No. DPR-72. The requested change provides new response time limits for the Reactor Protection System Instrumentation in order to avoid spurious reactor trips associated with the Reactor Coolant Pump Power Monitors (RCPPM) and to correct previous errors. As part of this request, proposed replacement pages are enclosed.
In addition, as requested by members of your staff, Florida Power Corporation offers the following additional information:
1)
Florida Power Corporation will develop methodology for in-place response time testing of the entire Reactor Coolant Pump Power Monitor String by June 15,1982. One string will be tested at the first plant outage of four (4) weeks or greater duration, after methodology has been developed.
If in-place test methods cannot be developed, alternate methods or analyses will be provided to your staff for review and concurrence.

Florida Power Corporation will evaluate the possibility of power supply anomalies being the source of the spurious RCPPM trips. However, as has been noted in the various conversations with the staff, the power supplies to the RCPPM circuitry, except for the self-powered devices (Current Transformers, Potential Transformers, and Watts Transducers), are battery backed, vital, Class IE supplies with appropriate redundancy.
3)
Within six (6) months, Florida Power Corporation will either acquire actual type-test data on the GE supplied current and potential transformers or will justify continued use of analytical methods as equivalent to testing.

A summary of the allocated and "actuai" response times for the various stages of the RCPPM design evolution is provided in Table 2.
Also enclosed is a signed copy of the Certificate of Service of Technical Specification Change Request No. 94 to the Chief Executive Office, Citrus County, Florida.
The action supplements our submittal of March 4,1982, and as such, no further license fees are considered necessary.
