REQUEST FOR CHANGE TO THE TECHNICAL SPECIFICATIONS ~ ' ,

Gentlemen:

Pursuant to 10 CFR 50.90, Georgia Power Company hereby requests a change to the Technical Specifications (Appendix A to the Operating License).

The proposed change for both units would change reporting requirements for failed local leak rate tests. It would allow all type 8 and C leakage tests which fall during an outage to be reported in one LER submitted within 30 days of the end of the outage. Presently, an individual 30-day report is required for each failed leakage test.

The Plant Review Board and Safety Review Board have reviewed the propcsed change and determined that it does not involve an unreviewed safety question. No modes of plant operation are affected. Results of failed leakage tests will still be reported. Only the method of reporting is changed. Margins of safety are not affected.

We have determined this to be a Class II amendment for one unit and a Class I amendment for the other unit. Enclosed with the proposed change is a determination of amendment class and payment of applicable fees.

HATCH NUCLEAR PLANT UNITS 1 Ato 2 PROPOSED CHANGES TO TECHNICAL SPECIFICATIONS Pursuant to 10 CFR 170.12 (c), Georgia Power Company has evaluated the attached proposed amendment to Operating Licenses OPR-57 and tFF-5 and has determined that: -

a) The proposed amendment does not require the evaluation of a new Safety Analysis Report or rewrite of the facility license; b) The proposed amendment does not contain several complex issues, does not involve ACRS review, and does not require an environmental impact statement; c) The proposed amendment does not involve a complex issue or more than one environmental or safety issue.

d) The proposed amendment does not involve a single safety or environmental issue.

e) The proposed amendment does involve a single administrative issue, namely changing of reporting requirements for failed leakage tests during an outage.

f) The proposed amendment is therefore a Class II amendment for one unit and a Class I amendment for the other unit.
