Appendix NOTICE OF VIOLATION Consumers Power Company Docket No. 50-255 As a result of the inspection conducted during January 1982, and in accord-ance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980), the following violation was identified:
Technical Specification 6.8.1.a requires implementation of procedures as re-commended in Regulatory Guide 1.33, Appendix A (1972), which includes fire protection system operations. Fire Protection Implementing Procedures, Chapter 4, Paragraph 5.5.6 provides that anytime a fire barrier is breached, a continuous fire watch or documented hourly tours shall be established.
Contrary to the above, on December 30, 1981, and again on January 18, 1982, a fire barrier was breached (the southeast turbine oil room fire door was partially pr'opped open) and the licensee did not establish a continuous firewatch or documented hourly tours.
This is a Severity Level VI violation (Supplement I.F).
The inspection showed that action had been taken to correct the identified item of noncompliance and to prevent recurrence. Consequently, no reply to this item of noncompliance is required and we have no further questions regarding this matter.
