Dear Mr. Denton:
My letter dated March 2, 1982 submitted a proposed Technical Specification change reducing boron concentration in the Boron Injection Tank from a nominal 20,000 ppm to 2000 ppm.
With the unit at power or in hot standby (i.e. modes 1, 2, or 3), current Technical Specifications require a boron concentration of between 20,000 and 22,500 ppm. Thus if McGuire is at power when the change is implemented, the new Technical Specification limits of between 2000 and 4000 ppm boron would not be met, and reduction of the concentration to within limits could not be accomplished within the specified time limit for restoring the tank to operable status (1 hour), necessitating a shutdown within 6 hours.
Since it is anticipated that McGuire will be back on line by the time the change is approved, it is requested that a minimum of 72 hours be granted for implemen-tation of the new concentration limits in order to prevent an unnecessary shut-down.
