T Gentlemen:
This refers to your letter of October 22, 1981 in response to the Notice of Violation and Proposed Imposition of Civil Penalties sent to you with our letter of September 24, 1981.
Our September 24 letter concerned violations identified as a result of investigations conducted between January 29 and July 6, 1981 regarding your physical security program at the Salem Nuclear Generating Station, Unit Nos. 1 and 2, Hancocks Bridge, New Jersey.
Our September 24, 1981 letter attributed the identified violations to an apparent failure of Public Service Electric and Gas Company to provide effective management oversight of the contrattor security organization.
Your letter of October 22, 1981 described personnel actions and detailed changes to security procedures you have taken in an effort to prevent a recurrence of the specific identified violations.
Your letter did not provide sufficient detail with regard to your efforts to establish effective management oversight of contractor performance to enable us to draw a conclusion on the adequacy of your generic corrective action.
Details of your planned improvement in this area were the subject of separate correspcndence to you from our Region I office.
e After careful consideration of your response, and for the reasons given in the Appendix to the enclosed Order, we have concluded that the violations occurred as set out in the Notice of Violation and Proposed Imposition of Civil Penalties and that the criteria for categorizing severity levels, as defined in the Interim Enforcement Policy published in the Federal Register Notice, 45 FR 66754, dated October 7, 1980, were properly applied.
We have also given careful considera-tion to your request for remission or mitigation of the proposed penalties and have concluded that your bases for this request, as stated in Attachment B of your October 22, 1981 letter, are insufficient.
The reasons for these conclu-sions are stated in the Appendix to the enclosed Order.
Accordingly, we hereby serve the enclosed Order on Public Service Electric and Gas Company imposing civil penalties in the amount of Forty Thousand Dollars.

Each person who produces, receives or acquires Safeguards Information is required to ensure that it is protected against unauthorized disclosure.
Therefore, the Appendix to the enclosed Order and the enclosures to your October 22, 1981 letter will not be placed in the Public Document Room and will be distributed pursuant to 10 CFR 73.21(c).
