Gentlemen:

As a result of investigations conducted between January July 6, 1581, at the Salem Nuclear Generating Station, Unit Nos.1 and 2, a. Mancocks Bridge, New Jersey, violations associated with implementation of your physical security plan were identified.

Thece violations are listed in the Appendix to this letter.

Our concerns abocc the lack of controls that allowed the violations to occur were identified in the January 29 - February 5, investigation. These

. concerns were discussed at an enforcement conference held at Region I on February 27, 1981 among you and members of your staff and Mr. James M. Allan, Deputy Director, Region I and members of the Region I staff.

Subsequently, additional examples of such violations were identified when, on two separate occasions following the February 27 meeting, allegations were received and investigations were conducted on June 4-9 and June 15 - July 6, 1981, respec-tively.

These additional examples were discussed with Mr.

P.. Silverio of your staff by Mr. R. Bailey of the Region I staff on each occasion following their discovery.

Viewed in total, the results of our investigations indicate a lack of control in the management of your physical security program.

To emphasize the need for lasting corrective action, we propose to impose civil penalties in the amount of $40,000 for the violations set forth in the Appendix to this letter.

The violations in the Appendix have been categorized at the levels described in accordance with the Interim Enforcement Policy published in the Federal Register, 45 FR 66754 (October 7, 1980).

You are required to respond to the Appendix and in preparing your respense, you should follow the instructions specified therein.

It is recognized that when these matters were brought to the attention of PSE&G, corrective action was taken to prevent further violations of the type

-listed in the Appendix.

Gas Company effectiveness of the management of your physical security program because it allowed' members of the security organization, on several occasions, to cir-cumvent the established rules for individuals granted unescorted access to

>the protected and vital areas. We believe this security lapse was principally due to the' failure on the part of PSE&G to provide effective management over-

= sight of the contractor security organization.

Therefore, in your reply you should include a description of those actions taken or planned to improve the effectiveness of the management of your physical security program.

The information in the Appendix concerns a subject matter which is exempt from disclosure according to Section 2.790(d) cf the NRC's " Rules of Practice," Part

2, Title 10, Code of Federal Regulations.

Accordingly, your response to the Appendix and to this letter will not be placed in the Public Document Room and will receive limited distribution.

The responses directed by this letter and the enclosed Appendix are not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
