EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO. 1 TO CPPR-114 DOCKET NO. 50-404 DESCRIPTIOM OF PROPOSED ACTION By letter of November 30,1982, VEPC0 submitted a proposed change to the Con-struction Permit CPPR-114 for the North Anna Power Station, Unit No. 3.

This request is to delete three nonradiological water quality requirements that are beyond those specified in the National Pollutant Discharge Elimination System (NPDES) pernit. See Tennessee Valley Authority, ALAB-515, 8HRC702 (1978).

RESULTS OF STAFF REVIEW The NRC staff has reviewed the VEPC0 request and we agree that deleting these requirements is appropriate for the reasons stated by the licensee. Also, we agree that no Environmental Inpact Appraisal is required since the deletions of the NRC water quality related monitoring requirements are ninisterial actions.

ENVIRONMENTAL CONSIDERATION He have determined that the anendment does not authorize a change in effluent types or total amounts nor an increase in power level and will not result in any signif-icant environmental impact. Having made this detemination, we have further con-cluded that the amendment involves an action which is insignificant from the stand-point of environnental impact and, pursuant to 10 CFR Section 51.5(d)(4), that an environmental impact statement or negative declaration and environmental inpact appraisal need not be prepared in connection with the issuance of this amendment.

CONCLUSION We have concluded, based on the consideration discussed above, that: (1) because the amendment does not involve a significant increase in the probability or consequences l

of accidents previously considered and does not involve a significant decrease in a safety margin, the amendment does not involve a significant hazards consideration,

(

I (2) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (3) such activities will be conducted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
