Report No. 70-1113/81-13 This refers to the routine safeguards inspection conducted by Mr. J. W. Bates of this office on October 13-16, 1981, of activities authorized by NRC License No. SNM-1097 for the General Electric facility and to the discussion of our

findings held with Mr. D. Starr, Acting QA Manager,. at the conclusion of the inspection.
tl Areas examined during this inspection included your program for nuclear material control and accountability under the applicable provisions of Title 10, Code of Federal Regulations, Part 70, "Special Nuclear Material", and specific license conditiens. Within these areas, the inspection consisted of selective examina-tions of procedures and representative records, interviews with personnel, performance tests, and observations by the inspectors.
During the inspection, it was found that certain activities under your license appear to violate NRC requirements.
This item and references to pertinent requirements are listed in the Notice of Violation enclosed herewith as Appen-dix A.~
Elements to be included in your response are delineated in Appendix A.
Details of activities involving safeguards and security measures are exempt from disclosure in accordance with 10 CFR 2.790(d). Therefore, your response should be incorporated in a separate paper and referenced in your reply.
We have examined actions you have taken with regard to previously identified enforcement matters. These area discussed in the enclosed inspection report.
