This instruction verifies the proper response of available automatic protection systems following the loss of all A.C. power and specifies appropriate operator actions to:

4.0 Symotoms

The tollowing are symptoms of a Loss of All A.C. Power. These symptoms should I

all appear simultaneously.

4.1 Control Room Standard Lighting Off and Emergency Lighting On 4.2 Plant safeguards Equipment Not Energized 4.3 Zero Voltage Indication on both 4XV Buses NOTE: A loss of all A.C. power is an UNUSUAL EVENT. Notify the Nuclear Plant Supervisor.

_ Differential 6 C Flag 2.3 If diesel generator lockout relay target is present and any of 6 relay flags are present go to other diesel and step 2.2 of procedure.

2.4 If only diesel generator lockout is present - RESET relay.

2.5 Put diesel generator trouble key switch to " bypass" position.

2.6 Push " alarm reset and stop" button on diesel panel. DO NOT push when running - diesel will stop.

2.7 Push start button.

2.8 Observe diesel engine RPM, 900 normal and frequency, 60 hz.

2.9 Notify Control Room of start. RCO should adjust voltage and frequency from control console. Then close the diesel breaker to 4160 bus.

2.10 For local loading to 4160 bus:

2.10.1 Place synchronizing key into switch.

2.10.2 Turn to "0N" 2.10.3 Check voltage and frequency. Adjust as necessary.

2.10.4 Close breaker to correct unit.

2.10.5 Adjust voltage as neces ary to output 4160 volts.

2.10.6 Check droop on diesel. Set to zero (0).

2.10.7 Contact RCO to start loading bus.
