SUBJECT:
PEVIEW 0F LICENSE AMENDMENT APPLICATION DATED JUNE 15, 1979, AND SUPPLEENTS DATED JUNE 19, 1981 AND OCTOBER 7,1981 I.
Introduction The General Atomic Company (GA), by application dated June 15, 1979, has submitted a plan for the future decontamination of the places of use and sites authorized by Special Nuclear Material License No. SNM-696 so that they can be released for unrestricted use. The plan includes an estimate of the costs involved and the financial arrangements that have been made to insure that adequate funds will be available to cover the costs at the time of decommissioning.
The decommissioning plan was submitted with a request for withholding as proprietary infomation. By letter dated June 19, 1981. GA submitted a supplement withdrawing its request for withholding as proprietary infomation. At the request of NRC, another supplement to the plan, dated October 7,1981, was submitted that provides assurance of a company official that funds will be available to pay for the costs of decontamination and decommissioning.
II. Decontamination Plan and Costs The decontamination plan concerns all areas within buildings and the solar evaporative ponds outside buildings. The principal facilities involved are the following:

Experimental Building The plan includes criteria for the disposition of equipment and facilities in the following categories:
1.
For transfer to an. ther licensee 2.
For transfer to unrestricted use 3.
For burial in a licensed burial site Process equipment transferred to another licensee will have its exterior surfaces cleaned to levels permissible for restricted areas; any equipment released for unrestricted use shall be decontaminated to appropriate levels.
Since General Atomic's license does not contain criteria forl releasing equipment for unrestricted use, it is: recomended that Annex-C, " Guidelines for Decontamination of Facilities and Equipment Prior to Release for Un-q' restricted Use or Termination of Licenses for Byproduct, Source, or Special Huclear Material," dated.. November 1976, be included as Condition 19. of the license. Accordingly, Condition 19. shall read:
Condition 19. Release of facilities and equipment for unrestricted use from the plant site or to unrestricted areas on-site shall be in accordance with the attached Annex C, dated November 1976.
Equipment contaminated above these guidelines c'id not transferred to another licensed facility will be shipped to a licensed burial site.
The licensee has included plans for the decommissioning of its reactors.
The related licenses are beyond the scope of the SNM license. Reactor and related facility decommissioning must be perfomed in accordance with the appropriate reactor license.
The estimated cost for facility and equipment decontamination and burial is approximately five million dollars (1979 dollars). The staff concluded the plan and estimated cost are reasonable and addquate.

Y JAN 121982 III. Financial Plan The Vice President, Finance and Administrative Services, General Atomic Company, by letter dated October 7,1981, has provided assurance that adequate funds will be available for decontamination of the facility
'at the end of plar t life.
The staff has evaluated the GA plan and finds that, although it does not contain a financial surety arrangement that would guarantee decomissioning funds, it offers assurance of a company official that adequate funds will be available when needed for decontamination. With this comitment and considering the company's resources to implement and finance the decomissioning plan, the staff finds that the estimated cost of decontaminating the GA facilities (5 million dollars) is a small fraction "of the cash flow" of the Gulf 011 Corporation.
IV. Conclusion The GA decomissioning plan for the buildings and grounds authorized as places of use by this license and the company comitment that adequate funds will be made available to cover the cost of decontamination at the end of plant life, provides satisfactory assurance that health and safety of the operating personne1' the public and the environment ~
will be; protected subject to the following condition:
Condition 19.
Releaseof facilities and equipment from the plant site or to unrestricted areas on-site shall be in accordance with the attached Annex C, dated November 1976.
