This refers to the special, preoperational physical protection inspection

conducted by Mr. J. M. Dunlap of this office on October 13-14, 1981 at the

Susquehanna Steam Electric Station, Berwick, Pennsylvania of activities authorized

by NRC License No. SNM-1878 and to the discussions of our findings held by Mr.

Dunlap with Mr. H.W. Keiser of your staff at the conclusion of the inspection.

Areas examined during this inspection are described in the Office of Inspection

and Enforcement Inspectior Report which is enclosed with this letter. Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observations by the

inspector.

Within the scope of this inspection, no items of noncompliance were observed.

In accordance with 10 CFR 73.21 of the NRC's regulations, documentation of

security measures for the physical protection of special nuclear materials and

certain plant equipment vital to the safety of production as utilization facilities

are deemed to be Safeguards Information.

Each person who produces, receives or

acquires Safeguards Information is required to ensure that it is protected

against unauthorized disclosure. Therefore, except for the report coversheet,

the enclosure to this letter will not be placed in the Public Document Room and

will be distributed pursuant to 10 CFR 73.21(c).

No reply to this letter is required. Your cooperation with us in this matter is

appreciated.
