APPENDIX A NOTICE OF '!IOLATION Jersey Cantral Power and Light Company Docket No. 50-219 Oyster Creek Nuclear Caerating Station License No. DPR-16 As a result of the inspection cor. ducted on August 27 - October 19, 1981, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7,1980),
the following violation was identified:
10 CFR 50.72(a)(8) requires that "any accidental, unplanned, or uncontrolled radioactfve release" be reported to the NRC Operations Center as soon as pos-sible and in all cases within one hour of the occurmnce.

Contrary to the above, an unplanned and uncontrolled liquid release containing about 1E-4 microcuries per milliliter of goss gamma activity occurred from August 11 to August 19, 1981 and again from August 23 to August 26, 1981 due to leakage from the Reactor Building Closed Cooling Water System to the Ser-vice Water System which discharges to the Cooling Water Discharge Canal. The total release was calculated to be about 27,000 microcuries. No report was made to the HRC.
This is a Severity Level IV Violation (Supplement I.D.).
Pursuant to the provisions of 10 CFR 2.201, Jersey Central Power and Light Company is hereby required to submit to this office within thirty days of the date of this including:
(1)thecorrective Notice, a written statement or explanation in reply (2) corrective steps which will i
steps which have been taken and results achieved; be taken to avoid further violations; and (3) the date when full compliance will be achieved. Under the authority of Section 182 of the Atomic Energy Act of 19Fa as 3
amended, this response shall be submitted under oath or affimation. Where good cause is shown, consideratiot. will be given to extending your response time.
