SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION

_ SUPPORTING AMENOMENT NO. 60 TO LICENSE NO. OPR-36 MAINE YANKEE ATOMIC POWER COMPANY MAINE YANKEE ATOMIC P0..iR STATION DOCKET NO. 50-309 1.0 Introduction By telecopied letter dated December 24, 1981, the Maine Yankee Atomic Power Company, requested a temporary change to the Technical Specifications (TS) appended to Facility Operating License No. DPR-36 for the Maine Yankee Atomic Power Station. The change would add the following to paragraph 3.6.C as Exception No. 5.

Isolation of the minimum flow recirculation line for safeguards pumps is permitted for a period of not more than six hours on December 24,

-1981, only, to accomplish repairs on leaking isolation valve SIA-59.

2.0 Backo_round The reason for the requested change is to permit the licensee to repair leaking isolation valve SIA-59. The licensee found isolation valve SIA-59 leaking contaminated water at the rc.s of approximately 9 gallons per hour into the yard.

The contamination level was about 2 x 10-3 pCi/ml. The licensee contained the leakage by draining into containers.

The licensee attempted to isolate the leakage by closing valve SIA-57 but was not successful due to suspected leakage of this valve. Therefore, in order to repair the leakage from SIA-59 the licensee proposed an emergency TS to isolate the minimum recirculaticn line for safeguards pumps for a short duration of not more than six hours to affect the repair. The isolation would be accomplished by closing valves SIA-54 and SIA-56.

3.0 Evaluation Isolation of the minimum flow recirculation line for safeguards pumps for not more than six hours is acceptable because:

There is low probability of safeguards pumps being required in this short period of time.

2.

Operator action, in the event of safeguards punps actuation can and would be taken to restore recirculation in the event of safety injection actuation.

. During telephone discussions with the licensee it was agreed that as an additional precaution a man will be stationed at valve SIA-56. The man will be in communication with the control room.

Valve SIA-54 will be tested (stroked) prior to the repair operation to assure valve operation.

4.0 Conclusion Based on the discussion above the proposed short term TS modification will not impose a significant adverse impact on the health and safety of the public. Therefore, we find the licensee's proposed TS modification acceptable.

Environmental Consideration We have determined that the amendment does not authorize a change in effluent types or total amounts nor an increase in power level and will not result in any significant environmental impact. Having made this determination, we have further concluded that the amendaent involves an action which is insignificant from the standpoint of environmental impact and, pursuant to 10 CFR 51.5(d)(4), that an environmental impact statement or negative declaration and environ-mental impact appraisal need not be prepared in connection with the issuance of this amendment.

Conclusion We have concluded, based on the considerations discussed above, that:

(1) because the amendment does not involve a significant increase in the probability or consequences of accidents previously considered and does not involve a significant decrease in a safety margin, the amendaent does not involve a significant hazards consideration, (2) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (3) such activities will be conducted in cocpliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
