The Commission has issued the enclosed Modification of January 13,- 1981 Order for the Oyster Creek Nuclear Generating Station. The staff currently has under review a generic proposal to extend the completien dates for the Mark I contain-ment long term program modifications for all affected licensees.
In light of the above, it has been determined that there is good oause for modifying the Order and grmting an extension of 45 days (to February 14, 1982) from the December 31, 1981 date of the January 13,1981 Order.
In granting this extension the staff recognizes that significant progress has been made by the licensee in meeting the Order requirements. All the major modifications, which comprises approxim3tely 75% of the total program effort either have been completed cr will be completed prior to startup following the next outage (Cycle 10, Summer 82). This has and will continue to result in substantial improvements in the margins of safety of the cont 61n-ment systems until program completion. The delays in the program completion as identifieo in the May 22, 1981, Mark I Owners Group Meeting and your June 29,1981 letter are primarily associated with the toruc attached piping modifications which are the result of unforseen difficultie. with the analyses, the use of alternate approaches and interpretations of NUREG-0661, slippages in outage schedules and equipment delivery.
A copy of the enclosed Order is being filed with the Office of '% Federal Register for publication.
