this office on October 13 - November 23, 1981 at the Beaver Valley Power

Station, Unit 1, Shippingport, Pennsylvania of activities authorized by NRC

License No. DPR-66 and to the discussions of our findings held by ffr. Beckman

wi'h Messrs. T. Jones, F. Dissert, J. Sieber, and H. Williams of your staff at

the conclusion of the inspection.

Areas examined during this inspection are described in the Office of Inspection

and Enforcement Inspection Report which is enclosed with this letter. Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, measurements made by

the inspector, and observations by the inspector.

Based on the results of this inspection, it appears that certain of your acti=

vities were not conducted in full compliance with NRC requirements, as set

forth in the Notices of Violation, enclosed herewith as Appendicies A & B.

These items of noncompliance have been categ)orized into the levels iescribed

in the Federal Register Notice (45 FR 66754 dated October 7,1980. You are

required to respond to this letter and in preparing your response, you should

follow the instructions in Appendicies A & B.

With respect to Appendix B, we note that you have corrected Item B, and there-

fore you need not address yourself to this matter in your response.

Appendix B, Item C in the Notice of Violation enclosed with this letter was

identified during a previous inspection of your licensed activities on May 4-8,

1981, and was documented in the enclosure to our letter dated August 3,1981.

Your letter to this office dated September 2,1981, stated that sufficient

equipment and direction had been provided to your security forca to assure the

required comunications capability would be maintained.

From our October 13 - November 23, 1981 inspection, it appears that the stated

corrective actions were not effective since this item has recurred.

Recurrent and uncorrected items of ncncompliance are given additional weight

in the consideration and selection of appropriate enforcement action. There-

be withheld from public disclosure. This section further requires the statement to

address with specificity the considerations listed in 10 CFR 2.790(b)(4). The infor-
