SUBJECT: NRC Investigation of Activities at San Onofre Unit 2
This refers to the investigation conducted by Messrs 0. C. Shackleton,
P. V. Joukoff, and T. W. Bishop of this office on October 5 to 9,1981
of activities authorized by NRC Construction Permit No. CPPR-97, and to
the discussion of our findings held by Messrs Shackleton and Joukoff
with Mr. P. Croy and other members of your staff at the conclusion of

the investigation.
Areas examined during this investigation are described in the enclosed
'
report. Within these areas, the investigation consisted of selective
'
examinations of procedures and representative records, interviews with
personnel, and observations of work.
Based on the results of this investigation, it appears that one of your
activities was not conducted in full compliance with your commitments to
the NRC as set forth in the Notice of Deviation, enclosed herewith as
Appendix A.
Based upon your actions to correct this condition no written response to
the Notice of Deviation is required. The effectiveness of your corrective
measures will be verified in a subsequent NRC inspection.
In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure (s)
will be placed in the NRC Public Document Room unless you notify this
office, by telephone, within ten days of the date of this letter and
submit written application to withhold information contained therein
within thirty days of the date of this letter.
Such application must
