Dear Pr. Burstein:
In October of 1979, Fr. Tranmell of our staff contacted Pr. Krause of your staff by telephone to trsnsmit the staff's concern related to the actuation logic circsitry of the containment spray prr ps at Point Beach Nuclear Plant.
The previous Point Beach containment spray actuation logic design allowed for automatic start of the containment spray pumps when two out cf three contain-ment hi-hi pressure signals were received coincident with a safety injection signal. The safety injection signal would be initiated by containment hi pressure (less than 6 psig) which would activate a 10 second timer. When the time had timed out and the hi-hi signal was generated (less than 30 psig) the containnent spray would be initiated. The staff's concerns were that when safety injection was reset, the signal from safety injection was blocked and automatic containment spray could not be initiated. This could have occurred if a safety injection had happened and the operator would have reset safety injection prior to the containment hi-hi pressure (small break LOCA). Your own staff's discussion of this and other potenti.aH problems with the spray actuation circuitry were documented in a Point Beach Nuclear Plant internal memorandum forn J. C. Reisenbucchler to Glenn A. Reed, dated October 19, 1979.
Since that time you have completed modifications to the containment spray actuation logic as decribed in your Wisconsin Electric Power Company, Point Beach Nuclear Plant Unit Nos 1 and 2, Annual Results and Data Report 1980 (3.4.1.e, Safeguards, I C-204) for Unit 1.
Telephone conversations with Mr.
Krause of your staff incicate that similar nodifications have been completed for Unic 2 as well. These modifications remove the safety injection signal from the containment spray punp logic. They also modify the control circuitry so that if a loss of AC occurs while the apray pump is running from a manual or auto safeguards system start and a loss of AC the pumn will automatically be restarted when AC is restored. Further, if a spray signal sinultaneous with a safety injection signal and a loss of AC occurs, the spray pump will start in an appropriate sequence to accomodate diesel loading, Qfoh j.. _._...
