We have reviewed your letter of August 21, 1981 in reference to the inspection conducted at North Anna Power Station between July 3-15, 1981 and reported in IE Inspection Report No. 50-338/81-19 and 50-339/81-16. Our response to the specific infraction is attached.

We have determined that no proprietary information is contained in the reports. Accordingly, the Virginia Electric and Power Company has no objection to these inspection reports being made a matter of public disclosure. The information contained in the attached pages is true and accurate to the best of my knowledge and belief.

4 i N 4 Attechm:nt RESPONSE TO NOTICE OF VIOLATION ITEM REPORTED DURING NRC INSPECTION CONDUCTED FROM JULY 6-9, 1981 NRC COMMENT Technical Specification Section 6.8.1.f requires written procedures to be established, implemented and maintained covering th e fire protection program implementation. The licensee's Fire Protection Plan contains the procedures for implementing the site fire protection program. Section 7.2.3 of the Fire Protection Plan requires at least one fire brigade drill to be held every 92 days for each brigade.

Contrary to the above, a fire brigade drill was not conducted each quarter during 1980 and 1981 for each brigade.

This is a Severity Level V Violation (Supplement I.E.).

A similrr violation was brought to your attention in our letter dated March 12, 1980.

RESPONSE

. 1. ADMISSION OR DENIAL OF THE ALLEGED VIOLATION The Notice of s'iolation is correct as stated.

2. REASON FOR THE VIOLATION The failure of not meeting the required frequency of fire brigade drills per shift is a result of administrative error. Subsequent review of records shows that there was no method devised to keep track of drills in relationship to shift requirements.
3. CORRECTIVE STEPS TAKEN AND RESULTS ACHIEVED When notified of this infraction, we standarized the forms used for re-cording the drills and included a method of identifying the security and operations shifts participating in the drills. We are nIso developing a schedule to insure that each Fire Brigade shift n,Gets ita 1 equired drills.

We also reviewed our records and conducted drille to insure that our third .

quarter drill requirements have been met for all shifts.

4. CORRECTIVE STEPS WHICH WILL BE TAKEN TO AVOID FURTHER VIOLATIONS To prevent recurrence of this item, we will implement a schedule which will identify when each shift fire brigade is required to participate in a drill.
5. DATE WHEN FULL COMPLIANCE WILL BE ACHIEVED Complete compliance will be achieved on or about October 30, 1981.
