Mr. James P. O'Reilly GENTLEMEN:

The following information is submitted in response to Inspection Report 81-23 concerning the inspection conducted by R. F. Rogers of your office on August 21 through September 28, 1981.

One apparent violation was identified.

VIOLATION 10 CFR 50.72(a)(7) requires that each licensee of a Nuclear Power Reactor shall notify the NRC Operations Center as soon as possible and in all cases within one hour by telephone of the occurrence of any event resulting in automatic actuation of the Reactor Protection System.

Contrary to the above, the NRC Operations Center was not notified within one hour of a reactor scram which occurred on September 9,1981, due to a main steam isolation valve (MSIV) closure.

Notification was made one hour and twenty four minutes following the event.

This violation is applied to Unit 2 only.

This is a Severity Level V Violation (Supplement I.E.).

RESPONSE

Admission or denial of alleged violation:

The violation occurred as stated.

Reason for the violation:

The slight delay in notification was due to supervisory involvement in operations immediately following the RPS actuation to ensure that prompt decisions could be made in the event of any problem.

In addition, time was needed to compile information so that a reliable, accurate notification could be made.

By due process of providing decisive supervisory direction and control of operations, the collection and transmission of the notification data was not completed until one hour and twenty-four minutes past the time of the event.

Procedure HtF 424, " Notification of Significant Events" was changed and approved on October 6, 1981 to include notification of the Resident Inspector.

This procedure already includes notification of the NRC Operations Center within one hour.

Additionally, the importance of timely event notification has been stressed to the Shift Supervisors.

Corrective steps which will be taken to avoid further violations:

No further actions are requireo.

Date when full compliance will be achieved:
