Combined Inspection 50-289/79-23 and 50-320/79-28

This refers to your lette- dated May 5,1980, in response to our letter

dated April 8,1980.

As discussed in a telephone conversation between Mr. W. Ressler of your

staff and Doctors R. J. Eores and fl. M. Shanbaky of this office on June 17,

1980, the corrective and preventative actions documented in your letter

were not adequate to meet the intent of 10 CFR 2.201 of the NRC's Rules of

Practice. Specifically, with the exception of Items G(3), G(4) and H of

Appendix A to our letter of April 8,1980, the actions and plans described

in your May 5,1980 letter did no'. inclijde (1) the corrective steps which

will be taken by you and the results actie nd; (2) corrective steps which

will be taken to avoid further items of noncompliance; and/or (3) the date

when full compliance will be achieved.

Additionally, you did not describe

in particular these actions taken or planned to improve F :. effectiveness

of your management control systems in this area as requet ed.

Please document the above requested information in a letter to this office

within 10 days of receipt of this letter.

Details as to the specific

inadequacies in your response were discussed with fir. Ressler in the above

referenced telephone conversation.

Should you have additional questions concerning this matter, we will be

pleased to discuss them with you.
