Enclosuro 1 TLL 473 Response to Infraction F(2)
A permanent change request (PCR) will be submitted to Mechanical Draft Cooling Tower Operation (0P1104-37 Rev. 11) in order to establish the priority and methods for =easurement of AT as:
1.
Control Room AT recorder 2.
Recorders in the Mechanical Draft Gooling Towers 3.
Other methods such as bucket thermometer (sensor) with
-manual recording or plant computer with manual recording.
This PCR will be implemented by December 1, 1980.
Response to Infraction F(3)
Sa=ple collection sheets during the period of April to November 1979 were completed by the RS&EE Croup from April to September 15 and from September 15 to November 30, 1979 by Porter-Gertz consultants..During the inspection the collection s' aets were packed in boxes in transit to the TMI-l Warehouse.
These sample collection sheets were, subsequently, retrieved from the warehouse and are now on file in the office of the TMI/EIA Group.
Response to Infraction I Unit 1 See responses to Infraction F(2) concerning recording alternatives.
When employed, these records will be maintained for the life of.the p2 nt in accordance with Section 2 of the ETS.
Unit 2 Operators will be instructed to monitor: strip charts in accordance with procedure OP2104 for Technical Specification Violations of station AT.
If the control room recorders are inoptrable or offscale,.
the recording will be done in accordance with the response described in Item F(2) above.
Response to Infraction J Operators have been instructed to review strip charts for Technical Specification Violations of AT.
Corrective actions and reports will be initiated in accordance with station procedures.
Response to Infraction K In order to assist in the prevention of recurrence, the operators.were instructed in the operation of'the Mechanical Draft Cooling Fans as related to storm front.

On August 1, the position of Director Radiological and Environmental Controls was established in order to provide greater management responsibility and coordination of radiological and environmental activities.
(See TSCR-93 dated August 7, 1980) 4 Additionally, increased manpower and responsibility through the supervisor of the Environment Assessment Group concerning all aspects of the environmental monitoring program have been implemented.
t The formation of the GPU Nuclear Group on Septembet IS, 1980 has further consolidated the assets of JCP&L and GPUSC with those of Metropolitan Edison Company to provide greater resources and uniformity.

The Licensing Section under the direction of the Director of Technical Functions has 1
established an environmental licensing manager to establish greater interface capability with local state and Federal governments concerning licensing issues.
