i As port of an investigation into the failure of Safety Relief Valve (SRV) 02-RV-71G to open in response to manual (operator) desnand follow-l Ing a reactor scram and isolation on January 17, 1981, foreign smoterial was found in the SAV solenoid (pilot) valva (02-50V-71G).

'the foreign material has been identified by the vendor representative as excess l

adhesive (Loc-Tite) and 0-ring lubricant used by the vendor during assem6ly. The probless appears to be simiIar to that described in NRC IE Bulletin 80-25. The foreign material has been found in two (2) of eleven (11) solenoid valve pairs installed.

Inspection of the remaining nine (S) solenoid valve pairs with a vendor (Target Rock) representative is in progress.

Cause is believed to be the result of procedural inadequacy of the type refer:
