NRC STAFF TO BEGIN NEW SYSTEMATIC EVALUATION OF 11 OPERATING NUCI. EAR POWER FACILITIES t
The Nuclear Regulatory Commission has approved a program in which its technical staff will make a new systematic safety evaluation of 11 nuclear power facilities licensed for opera-tion before 1972 to determine and document the degree to which they meet current licensing requirements for new plants.
While substantial improvements already have been made in each of these 11 facilities since they were licensed in order to meet new NRC s afety requirements, the improvements vere generally base d on analyses of individual systems or safety issues.
The new review will evaluate each plant as a whole to determine whether remaining deviations from current require-ments are acceptable or whether additional changes in design or procedures are required.
In any case where s i gni fi cant s a f e t :. deficiencies are identified, prompt action will be taken by the NRC.
The NRC Office of Nuclear Reactor Regulation will direct this effort.
The 11 plants involved are Dresden I in Illinois, licensed in 1959; Yankce Rowe in Massachusetts, licensed in 1960; Big Rock Point 11 Michigan, licensed in 1962; San Onofre Unit 1 in California; Connecticut Yankee in Connecticut, and Lacrosse in Wisconsin, all licensed in 1967; Oyster Creek in
',e, Jersey, Ginna in New York, and Dresden II in Illinois, all
.::ensed in 1969; Millstone Unit 1 in Connecticut, licensed
_. 19 0; and Palisades in Michigan, licensed in 19 1.
A list of sa fety topics has been developed by the NRC staf f for the systematic new evaluation of these facilities.
Examples of such topics are seismic design, accident re-evaluation, and systems which monitor for leakage of water from the primary cooling system.

77-196' comparison of the individual facilities with current NRC criteria -- such as the Standard Review ' Plan for reactors, l
regulatory - guides, staff positions on certain. topics, and the requirements of NRC regulations.
In addition, potential safety implications of operating -experience will be considered.
Where the criteria are met by individual plants, the staff will document this-acceptability.
Where the criteria are not met, the staff will consider whether there is a need for further improvements, taking into account such matters i
as the extent of the deviation, the probability of various accidents tmd the consequences of those accidents, the possi-ble use of non-safety systems to perform a safety function in the event they are needed, possible administrative or pro-cedural changes in the requirements for operation of these facilities, and augmented surveillance of safety systems.
The results of the systematic evaluation of these 11 older plants will be considered by the Commissien in deciding whether the staff. should conduct a similar re-evaluation of nuclear power plants licensed since 1972.
