with the requirements of Section 50.36 of 10 CFR Part 50. The rev.ised Technical Specifications have been reviewed and modifications made to conform to current regulatory policy. These Technical Specifications pruvide a more definitive basis for specifying the limits for reactor operatf enal paraucters than was provided in the previously issued Appendix A to the license. In particular, the specification of surveillance requirements for safety related -
equipment will improve the capability to assess the performance of the facility. The issuance of these Technical Specifications vill make the Specifications for Dresden Units 1, 2 and 3 of the Dresden Station as consistent as possible.
Based on our review, we have concluded that the issuance of the requested amendment to Facility License No. DPR-2 will not be inimical to the comon

defense and security or to the health and safety of the public and that this action does not involve a significant hazards consideration.
Consequently, A=and= ant No. 9 to the license is enclosed with the Technical Specifications appended thereto as Chr.nge No. 29. The amendment restates the license in its entirety (in the current Regulatory license format) to delete those itecs transferred to the Technical Specifications and to consolidate all pertinent provisions of (1) Amendments Nos.1 through 8, (2) Appendix A of the license as revised Septeuber 19, 1902, (3) Changes 1 through 28 thereto, and (4) the telegran and Ictter type of cuthorizations issued by the AEC between the period of Septe-.Scr 28, 1961, to the prescat.

As of April 1967, when private ownership cf special nuclear material was approved, we discontinued this provision in licenses. However, this does not mean that your contractural ngreement with the Commission is void. You will continue to work with our supplying office on any outstanding commit ant on the receipt and return of your special nuclear material.
