Gentlemen:

Ly your letter dated November 13, 1974, you requested an arendnent to License No. DPR-2 for the Dresden Nucient i?wer Station Unit 1.

The proposed amendment would change the Dresden Unit 1 Technical Specifications to pemit the use of Dresden 2/3 service water punps, in place of one or both Dresden 1 r.creen wash purps, to supply water to the fire protection systen.

We have reviewed yeur request and have detemined that the proposed change does not satisfy a criterion that was a basis for your previous core spray system analysis.

Specifien11y, it fails to provide an equivalent IcVel of assurance that cooling water will be supplied to the core spray systen, automatically, within 30 seconds. This criterion was stated in the analysis *that Comonwealth Edison previously suhnitted in support of the licensing of the Dresden 1 core spray syster. This analysis states that "since the Dresden 2/3 service water pir ps require r.anual starting, they will not be available within 30 seconds after lhe loss of auxiliary powere For the maxintra credible Loss of Coolant Accident (LOCA), the Unit I core spray system requires fire systen water be available at 2150 gpm-100 psig within a maximun of 30 seconds: therefore, the service water pu ps will only be considered as long terr back-up to the diesel-driven fire ptcps."

Accor<'.ingly, since the proposed mode of operation was specifically stated in your previous analysis to be acceptable only as a long tern back-up to the diesel-driven fire pamps, we are unable to approve the requested change on the basis of the infornation supplied.
