=u NUCLEAR GENERATING PLANT, UNIT 3 The Nuclear Regulatory Co=nission has issued the enclosed Facility Operation License No. D?R-72 including Technical Specifications (Appendices A sad B) to the Florida Power Corporation, City of Alachua, City of Bush n ell, City of Gainesville, City of Rissicace, City of Leesburg, City of New Scyrna Beach and Utilities Co=nission, City or New Scyrna Beach, City of Ocala, Orlando Utilities Co= mission and City of Orlando, Sebring Utilities Cornission, Se=inole Electric Cooperative, Inc. and City of Tallahassee, for the Crystal River Unit 3 Nuclear Generating Plant. Accordingly, License No. DPR-72 authorices Florida

Power Corporation to load fuel in the Crystal River Unit 3 Nuclear Cenerating Plant, located in Citrus County, Florida, and to operate the plant in the refueling node of operation and the cold shutdown
- r. ode of operation.
In accordance with the Co=nission's Supplenental Statement of General Policy of Novenber 5,1976 (41 F.R. 49598, Novenber 11, 1976), the staff has deternined in the enclosed Environnental Assessment, that use of revised values for reprocessing and waste nanagement would not tilt the cost-benefit balance for the Crystal River Unit 3 Nucicar Cencrating Plant against issuance of even a full power operating license.
