PROPOSED CHANGES T0 fl0M-RADIOLOGICAL EllVIR0!NEflTAL TECH!i1 CAL SPECIFICATIONS FOR CRYSTAL RIVER UNIT NO. 3 (TAC 7022)
On July 21, 1977, Florida Power Corporation submitted a license amendment to nake nunerous changes to the Appendix B Environmental Technical Speci-fications. This review covers only non-radiological aspects. These changes are 3(a), 7 and 8, 3(f) and 3(h) of the licensee's submittal. Nos.
3(a), 7 and 8 are editorial changes to Specification 3.1 and do not change the objective or intent of the specification. They do not warrant the pre-paration of an environmental impact appraisal.
An environcental impact appraisal has been prepared for changes 3(f) and 3(h)andisenclosed.
In our review of change 3(h), which deals with the sampling of the benthos in the discharge area, we found that the licensee had not determined the final sampling program as required by specification 3.1.1.
This specification indicates that the final sampling program would be established after the results of the pre-operational sampling had been reviewed. By letter of P. arch 23, 1978, the licensee submitted its proposed final sampling program. We find the licensee's proposed sanpling program to be acceptable in meeting the objective of Specification 3.1.1.
