TO DPR-FLORIDA POWER CORPORATION CRYSTAL RIVER Ut1IT NO. 3 DOCKET NO. 50-302 Discription of F_rco_osed Acticn On July 21, 1977, Florida Power Corporation submitted an amendment which in-cluded changes to specification 3.1.4 General Ecological Survey and specifi-cation 3.1.1 Ben'. Fos in Discharce Area. The change to specification 3.1.4 is to change the location of the " Outer Bay" zooplankton sampling station.
The change to specification 3.1.1 is to modify the wording of how the final sarpling program..as established.
in'[ironmental Irpacts of Proposed Action Specification 3.1.4 requires that a general ecological survey be conducted to detect changes which niqht occur from plant operation. As part of the overall study, :03 plankton samples are to be taken in the outer bay region.
This region is defined as the basin in which the planktonic ecosystem be-cor.es as irco. tant as the bottom ecosystems.
The basin is shown in Figure 1.1-2.of the ET3.
In reviewing the preoperational data, the licensee has determined that t e plankton ecosystem becomes important in the basin that

l The licensee has found that the preoperational data are not suitable for a statistical analysis and proposes that the wording be chonyed to "... number, frequency and location of sarples to be taken shall be determined from a crit-ical review of the results of the preoperational research. We find that the change is warranted in that the use of statistical tests on unsuitable data would be of little use and a critical review of the preoperational studies should yield an adequate saroling program.
In this regard, the licensee submitted, on fiarch 23, 1978, its proposed final sampling program as required by specification 3.1.1.
This proposed program, which has been coordinated with EPA for the.equirements of the NPDES Permit, has been reviewed by the staff and found acceptable in meeting the objective of specificatien 3.1.1.
Conclusion and Basis for Meaative Declaration On the basis of the foregoing analysis, the staff concludes that there will be no environmental impact attributable to the proposed action. The changes as-sessed herein are to the environmental monitoring programs and do not involve any change in plant design er operation or involve an increase in effluent types or quantities.
The irrpact of the overall plant has already been predicted and described in the Commission's FES for Crystal River Unit 3.
On this basis and in accordance with CFR Title 10, Part 51.5, the Conrission concludes that no en-vironmental impact statement for the proposed action need be prepared and a negative declaration to this effect is appropriate.
