ACRS AGENDA ITEMS I.
386TH ACRS MEETING. (JUNE 4-6, 1992) i The Committee agreed to schedule the following matters for discussion during the June 4-6, 1992 ACRS meeting, except noted otherwise.
1.
Alternate Plan for Implementation of the NRC Safety Goal Policy (Open) (DAW /MDH) ESTIMATED TIME: To be determined In its December 18, 1991 report to Chairman Selin on the implementation of the Safety Goal Policy, the Commission stated that it was giving consideration to developing an alternate to the approach proposed by the NRC staff (SECY-91-270, " Interim Guidance on Staff Implementation of the Commission's safety Goal Policy").
A working group chaired by Mr. Ward with Dr. Lewis and Dr. Kress as members held a meeting on February 28, 1992 in Denver to discuss an alternate plan for implementation of the Safety Goal Policy.
Committee discussion of this proposal has been scheduled during the May 1992 ACRS meeting.
Additional time will be scheduled during the June 1992 ACRS meeting as appropriate.

Policy Issues for the Certification of Evolutionarv Passive Plant Desians (Open) (CJW/MME) ESTIMATED TIME:
To be determined A draft Commission paper on policy issues associated with the certification of passive plants has been sent~ to the l
ACRS members on February 20, 1992 by Dr. El-Zeftawy.
i These issues were discussed during the March 1992 ACRS meeting and assignments were made for review of 7 issues applicable to evolutionary and passive plant designs.
Time has been scheduled during the May 1992 ACRS meeting to discuss the comments and recommendations on these 7 issues.
The Committee expects to complete a report to the Commission on these issues during the May 1992 meeting.
If not, additional time will be scheduled i
during the June 1992 ACRS meeting.
Dr.
El-Zeftawy has been in communication with the cognizant NRC staff on this matter.
They have indicated i
that under their current schedule they will need Commit-tee comments on the remaining 16 issues by mid July 1992.
It is our understanding that to accommodate this timeta-ble Mr. Wylie will be recommending that the July 1992 ACRS be extended by 1/2 day as was the May 1992 ACRS meeting.
The Planning and Procedures Subcommittee needs to recommend a course of action to the Committee.

Revision to NUREG-1365. Severe Accident Research Procram Plan (open) (WK/MDH) ESTIMATED TIME:

This item has been scheduled for full Committee discussion during the June 1992 ACRS meeting.

Proposed Revisions to 10 CFR Part 26. Fitness for Duty Procrams (Open) (JCC/HA) ESTIMATED TIME:
To be deter-mined The Commission has instructed the NRC staff to provide the ACRS with an opportunity to review and comment on the proposed revisions to 10 CFR Part 26, Fitness for Duty programs, being developed by the staff.
The document describing these proposed revisions has been provided to the ACRS.
The EDO requests Committee review of this matter during the June 1992 ACRS meeting.
Mr. Carroil will recommend a course of action after reviewing these proposed revisions.

Reactor Ooeratina Experience (Open)

1991 event that occurred at Millstone, Unit 2
involving failure of a moisture separator reheater drain line elbow. A briefing has been tentatively scheduled for the June 1992 ACRS meeting.

Results of Pilot Simulator Examination Procrau (Open)

It appears that Mr. Carroll will recommend that if time permitting the Committee hear this briefing during the June 1992 ACRS meeting.

EPRI Passive LWR Recuirements Document (Open) (CJW/MME)

3 The Draft Safety Evaluation Report (DSER) for the EPRI passive LWR requirements document has been provided to the ACRS.
The EDO has requested ACRS review during the June 1992 ACRS meeting.
Mr.
Wylie will inform the Committee of his plans for holding a
Subcommittee meeting.

ProDosed Rule on Emeroency Diesel Generator Reliability (Open) (HWL/PAB) ESTIMATED TIME:

The public comment period will end during June 1992.
The staff plans to submit the proposed final rule to the Commission during October 1992.
This matter was discussed during a joint meeting of the ACRS Subcommittees on Probabilistic Risk Assessment and Control and Electrical Power Systems on April 22, 1992.
Dr. Lewis has proposed an ACRS report on this matter for consideration by the Committee during the May 1992 meeting.. Additional time will be scheduled during the June 1992 ACRS meeting as appropriate.
9.
Branch Technical Position on Faticue for License Renewal (Open) (DAW /PGS/EGI) ESTIMATED TIME:

The NRC staff expects to provide a paper describing the Branch Technical Position on fatigue considerations for license renewal before the May 1992 ACRS meeting. The EDO has requested Committee review during the June 1992 ACRS meeting.

Information Briefinc on the Pilorim Emercency Response Plan Demonstration (Open) (JEW /EGI) ESTIMATED TIME:
1 1/2 hours The Committee decided during the January 1992 ACRS meeting to schedule a briefing on the Pilgrim Emergency Response Plan demonstration.
This briefing has been sc-heduled for the July 1992 ACRS meeting.

Status of ITAAC (Open) (CJW/MME) ESTIMATED TIME:
I hour A staff paper describing the status of the Inspections, Tests, Analyses and Acceptance Criteria (ITAAC) program is expected to be provided to the ACRS by early May 1992.
The Committee agreed to schedule an information briefing on the status of the NRC staff work on ITAAC and a
briefing has been scheduled during the July 1992 ACRS meeting.

Wylie agreed to schedule a subcommittee meeting to discuss this matter aiter receiving the relevant docu-ments.
The current plans are to schedule a Subcommittee meeting in June and Committee review during the July 1992 ACRS meeting.

EPRI Evolutionary LWR Recuirements Document (Open)

Meetina with the Director of the Office for Analysis and Eyaluation of Operational Data (Open) (DAW /RFF) ESTIMATED TIME:
1 1/2 hours The EDO has proposed that the Committee meet with Mr.
Jordan during the July 1992 ACRS meeting.
This is consistent with the Committee's practice of having periodic meetings of this type. The Committee has agreed to have this briefing and it has been scheduled during the July 1992 ACRS meeting.
Topics for discussion will need to be identified by the i
completion of the June 1992 ACRS meeting.

Committee review will be scheduled after the completion of the review by the Subcommittee Chairman.
Mr. Michelson may schedule a Subcommittee meeting to discuss this matter during June 1992 and plans to bring the matter to the Committee for discussion during the July 1992 ACRS meeting.

Dr. Catton may bring this matter to the ACRS for discussion during the July 1992 ACRS meeting.
The Planning and Procedures Subcommittee needs to discuss this schedule and make a recommendation to the ACRS.
18.
Standard Review Plan for License Renewal (Open) (DAW /EGI)

Proposed Final Reculatory Guides Related to 10 CFR Part la (Open) (JEW /EGI) ESTIMATED TIME:

- 1991, the Committee commented on four Regulatory Guides related to the implementation of the revised 10 CFR Part 20, i
" Standards for Protection Against Radiation," for which it had the lead review responsibility.
In its October 17, 1991 letter to the EDO on this matter, the Committee stated that it would like to have an opportunity to review the proposed final version of these guides after the public comments have been reconciled.
So far, the ACRS has received the proposed rinal version of Regulatory Guide 8.7, Revision 1,
" Instructions for Recording and Reporting Occupational Radiation Exposure 3
Data," and copies have been sent Dr. Wilkins and other members of the Occupational and Environmental Protection Systems subcommittee on April 21, 1992.
Tha_. staff expects to provide the remaining three Regulatory Guides by the end of June 1992.
Dr. Wilkins will recommend a course of action to deal with this matter.
24.
Proposed Resolution of Generic Issue 23. " Reactor Coolant Punn Seal Failures" (Open) (DAW /PAB) ESTIMATED TIME:
To be determined The document descr1bing the NRC staff's proposed resolu-tion of this generic issue is expected to be provided to the Committee during mid-to-late August 1992.
Mr. Ward plans to schedule a Subcommittee meeting prior to referring this matter to the full Committee.
Consider-ation of this matter by the full Committee during September 1992 meeting appears to be a possibility.
25.
Petition for Rulemakina - Protection Acainst Lichtninc and Electrical Transients for Nuclear Power Plants (Open)

The NRC has received a Petition for Rulemaking from a Mr.
R.
P. Grill, a former employee of the (then) AEC, that requests that the agency amend its regulations to add lightning induced and other electrical transients to the i
list of phenomena that licensed nuclear power plants must safely accommodate.
Presently, this Petition is under review by cognizant NRR/RES representatives.
The schedule for the disposition of this Petition is uncer-tain at this time.
Mr. Wylie will recommend a course of action later when I
the NRC staff has progressed further in its review of this Petition.
26.
ACRS Review of Selected ITAACs (Open) (CM/ DAW /MME/PAB)
ESTIMATED TIME:
To be determined During the Committee discussions with the Commission on March 5,
1992, Commissioner Rogers requested that the ACRS review samples of the ITAACs for the ABWR design.
An SRM was subsequently issued requesting ACRS action.

The Planning and Procedures Subcommittee recommends that the following two ITAACs be reviewed.
i Standby Liquid control System (specifically noted e
by Commissioner Rogers as an example of an ITAAC that is considered satisfactory by the NRC staff).
Residual Heat Removal System (if available in time e

It was agreed during the April 1992 ACRS meeting that the l
Advanced Boiling Water Reactors Subcommittee (Michelson) review the ITAAC on the Standby Liquid Control System and the Decay Heat Removal Systems Subcommittee (Ward) review the ITAAC on the Residual Heat Removal System.
Current plans are to discuss these ITAACs during.the August 1992 ACRS meeting.

Use of DACs in the Reculatory Process (Open) (JCC/MME) 4 ESTIMATED TIME:

During the April 1992 ACRS meeting, as recommended by the Planning and Procedures Subcommittee, the Committee established an Ad Hoc Subcommittee on Design Acceptance Criteria to consider the pros and cons of the DAC process and to review one or two DACs related to the GE ABWR design.

9 The Ad Hoc Subcommittee will meet during the morning of May 6,
1992 and again during the month of June 1992.
Under this schedule, the Ad Hoc Subcommittee could bring a proposed report to the full Committee during the July 1992 meeting for its consideration.

ACRS Proposed Containment Desian Criteria (Open) (DAW /
MDH) ESTIMATED TIME:
To be determined The NRC staff's SECY-92-070, " Staff Comparison of ACRS-Proposed Criteria to Accommodate Severe Accidents in Advanced Light Water Reactor Containment Designs with Related Criteria by Industry" was discussed during the April 1992 ACRS meeting and the proposed NRC Advance Notice of Proposed Rulemaking on containment performance criteria to accommodate severe accidents will be dis-cussed during the May 1992 ACRS meeting.
The need for future Committee action can be discussed after the discussion during the May 1992 ACRS meeting on the proposed rulemaking.

Reaulatory Contribution to Reactor Safety (Open) (To be

To be determined The Planning and Procedures Subcommittee recommends that Joseph Colvin (NUMARC) be invited to an ACRS meeting to discuss his views on the impact of the regulatory process on reactor safety.
It has also been also recommended that Dr. Lewis and Mr. Mays brief the Committee on their work on insights to be derived from the Accident Sequence Precursor work.

Evaluation of Shutdown and Low Power Risk Issues (Open)

A-46" (See Attachment B).
Supplement 1 is the staff's evaluation of the industry's proposed generic procedures to implement the NRC staff guidance contained in Generic Letter 87-02.
A decision needs to be made as to if the Committee will review Supplement 1.
The Planning and Procedures Subcommittee needs to recommend a course of action to the Committee.
IV.
INTERNATIONAL MEETINGS 32.
Meetina with Japanese ReDresentatives Mr. Carroll has accompanied the NRC staff on a trip to Japan scheduled between April 2 and April 10, 1992.
The committee has discussed the possibility of holding a meeting in Japan to discuss issues related to the ABWR and the AP600 with representatives of the Japanese industry and regulatory establishments.
The Committee decided to discuss this matter further after hearing Mr.
Carroll's. trip report.
Mr.
Carroll will brief the Committee during the May 1992 ACRS meeting (See Item 11).
33.
Second International Ouadrinartite Meetina of Advisory Groups The Committee agreed to consider the possibility of hosting a Wingspread-type meeting to discuss the use of computers in nuclear power plants and management aspects of nuclear plant operations.
A Working Group consisting of Dr. Wilkins (Chairman), Dr. Kerr, Dr. Lewis, and Mr.
Carroll has been formed to develop a proposal for ACRS consideration.
A Working Group meeting has been sched-uled for May 26, 1992 with representatives of the RSK to discuss planning for this meeting.
