SUBJECT:

MAY 26, 1992 PREPLANNING MEETING WITH RSK MEMBERS Nine members of the RSK will be meeting with the Working Group on May 26, 1992.

The purpose of the meetin.; is to have a preliminary discussion of several topics to determine what might be an appropriate agenda for discussion at a

future multilateral international meeting of advisory committees, possibly later in 1992 or 1993.

Guaranteed reservations have been made for you at the Bethesda Hyatt Regency Hotel for this meeting as follows:

Dr. Wilkins 5/25-26 Dr. Lewis 5/25-26 Mr. Carroll (Tent) 5/25-26 Dr. Shewmon 5/25-26 Dr. Catton 5/25-26 Mr. Ward 5/25-26 Dr. Kerr 5/25-26 Dr. Candeli, RSK Secretariat, initially stated that this first meeting would be to " clear the points to be discussed at the future meeting." Professor Kessler, RSK Chairman, in his letter of May 5, 1992 (attached) to Mr. Ward, has indicated that they are mainly interested in discussing criteria for accommodating severe accidents in the containment design for the next generation of PWRs; therefore, the entire morning of the meeting has been devoted to this one topic.

With regard to the upcoming meeting, ti.e RSK members have recommended discussion of the following first two items, and members of the ACRS have recommended discussion of the last three items:

1)

Ctiteria for accommodating severe accidents in the containment design for the next generation of PWRs.

3)

Status of nuclear plants in eastern Germany f

4)

Management aspects in the safety of plant operations, 5)

Use of computers in control ar4d protection systems, including software control and a discussion on control room design.

Note:

All of the above items, except item 3, will be discussed with regard to new reactor concepts.

Attached is a Draft Presentation Schedule for the meeting. I will forward the attached schedule to the RSK for their comment the end of this week.

Please give me any comments you may have to the schedule or other arrangements to be made by the end of this week.

The Planning and Procedures Subcommittee, at its May 5th meeting, has suggested that the ACRS should host the RSK members to lunch and dinner on May 26, 1992.

It is noted that several of the RSK members are planning to attend the Severe Accident Subcommittee meeting on Wednesday, May 27, 1992, the day after this Working Group meeting.

Please let Dean Houston or me know if you would like to give the RSK members any special consideration for that meeting.
