SUBJECT:
2ND INTERNATIONAL QUADRIPARTITE MEETING i
In response to the ACRS inquiry regarding the status of the subject meeting, I received a telephone call from Mr. Candeli, RSK staff, concerning the RSK interest in a future multilateral international meeting of advisory committees.
Mr. Candeli has informed me that Dr. Kessler, the current RSK Chairman, has suggested that a preliminary discussion be held with some ACRS members for planning of the future international meeting.
One purpose of such a preliminary meeting would be to specify the topics to be discussed at the future meeting.
At this time, Dr.
Kessler is suggesting the following topics: 1 1)
Safety programs / requirements, regarding advanced designs 2)
New reactor concepts 3)
Probabilistic approach.
Mr. Candeli noted that Dr. Kessler has suggested that four or five RSK members come to the U.S.
for a preliminary discussion with four or five ACRS members to discuss the international meeting.
He has suggested that this preliminary meeting be held to " clear the points to be discussed at the future meeting."
Dr. Kessler has suggested that this preliminary planning meeting take place in May 1992 (this is their summer holiday time).
Dr. Kessler would like to call an ACRS member on the telephone prior to a preliminary meeting to discuss some of the details of 1The ACRS has suggested the following topics for discussion at this meeting:
Management aspectr in the safsty of plant operations Use of computers in control and protection systems, e
including a discussion on control room design.

Ad Hoc Group for Multilateral Inter-2 March 30, 1992 national Meeting, J. Wilkins, Chairman the preliminary meeting.
I did give Mr. Candeli Dr. Wilkins' phone number, as the Chairman of the ACRS Ad Hoc Group for this meeting.
No mention was made as to the time that he might make the call.
Mr. Candeli suggested that the preliminary May 1992 meeting be a one-or two-day round-table planning type discussion without any planned presentations by the participants in either group.
I suggest that this preliminary meeting be held to discuss the following with regard to the Multilateral International Meeting:
1)
Specific Presentation Topics 2)
The Date to Hold the Meeting 3)
The Location / Country to Hold the Meeting 2 4)
Which countries to invite (Note: There is some interest on the part of the ACRS to invite Korean and Taiwanese representatives in addition to the 4 usual participants (German, French, American and Japanese)
We should invite someone from the NRC's Office of International Programs to attend this preliminary meeting and to help clear the way "or the International Meeting.
I expect that the ACRS Planning and Procedures Subcommittee can spend some time on this matter at its April 1st meeting.
Please let Ray Fraley or me know if you would like to join them.

Savio 2During the 1990 ACRS/RSK meeting, Dr. Mayinger, RSK Chairman, suggested that some RSK members would talk to the French about sponsoring the next international meeting.
Due to the changeover in the RSK staff, I have not been able to get any results of such a discussion.
The previous international meeting was hold in the U.S. at Racine, Wisconsin.
