EXEMPTION TO 10 CFR 50.71, RELATED TO SUBMITTAL OF REVISED UPDATED SAFETY ANALYSIS REPORT FOR THE RANCHO SEC0 NUCLEAR GENERAT1HG STATION (TAC Co. 75068)

In response to your letter dated September 25, 1989, and the telephone 1989, the Nuclear Regulatory Commission has issued t8e enc (SMUD) on October 12, conversation between S. Reynolds (NRC) and J. Delezinski losed exemption from-l the schedular requirements of 10 CFR 50.71(e)(4) for RaTrcho Seco. The exemption extends the data for submittal of Amendment 7 of the Updated Safety Analysis Report (USAR) to no later than June 22, 1990. This exemption constitutes a five month extension to the current requirement. Subsequent

USAR updates will be ::tbmitted no less frequently thcn annually from June 22, 1990.

We have concluded, based on the considerations discusseo ia the exemption, that:

(1) there is reasonable assurance that the healti and safety of the public will not be endangered by this action, and (2) such activities will not be inimical to the common defense and security or to the health and safety of j

the public.

The exemption is being forwarded to the Office of the Federal Register for publication. The related Notice of Environmental Assessment and Finding of No Significant Impact was published in the Federal Register on March 1, 1990, (55FR7393). A copy is enclosed for your information.
