This refers to the special, onsite . inspection conducted'by'the Nuclear Regulatory:

Commission (NRC) during the period March 22 - 26, 1990. -The. inspection included-.

a review:of actions concerning the March 20, 1990,: overpressure event at:your

Catawba facility.

At the conclusion .of_ the : inspection, - the findings were -

discussed with those members of your staff identified in the' enclosed

The inspection concluded that the licensee's immediate actions'during th,e1 event

Technical Specification (TS)' required surveillances on the Power Operated

Relief Valves (PORVs), and an inadequate design change'on the RHR (ND) suction.

The apparent violations described in the enclosed inspection

report are under consideration for escalated enforcement action.

Accordingly,

no Notice of Violation is being issued at this time, and no response to this

letter is required for these apparent violations. However, please be advised-

that the number and characterization of the apparent violations described in

the enclosed inspection report may change as a result of further NRC review.

An Enforcement Conference to discuss these apparent violatians is scheduled for

April 25, 1990. You will be advised by separate' correspondence of the results

of our deliberations on this matter,
