support removal of the existing Reactor Coolant System (RCS) hot leg and cold leg Resistance Temperature Detector (RTD) bypass system and replace it with fast response thermowell mounted RTD's installed in the reactor coolant loop piping.

This change was reviewed by the 0SC and ORC and was determined ~

to be safe and does not involve an unreviewed safety question.
