Millstone Nuclear' Power Station, Unit:3, Waterford, Connecticut of. activities
authorized-by NRC License No.'NPF-49 and-to the discussions of our findings by:
Mr. Kolaczyk.with Mr. C. Clement and others of your staff at the conclusion of
,
the inspection.
Areas examined during this inspection are described in the NRC Region I'.inspec-
tion report which is enclosed with this letter. -Within these. areas, the
inspection consisted of observation of activities, interviews with~ personnel,
measurements, and document reviews.
'
Based upon the results of this inspection,-it. appears-that one. of your activ-
ities was not conducted in full compliance with NRC requirements, as-set.forth
in Section 6.1 of the enclosed inspection. report.
The violation: concerns the
'
failure to ensure that armed guards are medical.ly cleared prior to their
-
participation in the annual physical fitness test.
This violation has been
categorized in _accordance with the " General Statement. of. Policy :and Procedure
for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (Enforcement Policy),_

as Severity Level V (Supplement I). We have determined that no_ Notice of

Violation should be issued for-this violation, in' accordance with the criteria

of Section V. A. of the Enforcement Policy.

Also, this refers to your letter dated February 8,1990, in response to our
letter dated December 15, 1989, Inspection Report 50-423/89-16, regarding a

deviation from your commitment to guidelines for testing of safety systems
associated with the main steam isolation valves.
Thank your for' informing us-

of the corrective and preventive actions documented in your letter. These
,
actions were examined-and found acceptable, as discussed in Section 5.1 of the
"
enclosed inspection report.
